Frugal for Whom?  
A participant from Colombia put it plainly, toward the end of Monday's session on frugal innovation in agrifood: "Humanitarian organisations say they are looking for grassroots innovation, but their requirements already exclude the most frugal solutions from the start. Which knowledge counts as technical enough? Who gets the money?" 

She had been watching a case study about a bicycle-mounted plow developed in Mozambique, and something clicked. That was the kind of solution that actually transfers. No large budget. No technical infrastructure. A tool designed with and for the people who use it. 

The farm drone was impressive. 
But for whom? For which users is this an accessible and effective solution? 

That was the question underneath most of what had been discussed in the previous two hours. 


 

Oane Visser, researcher at the International Institute of Social Studies (EUR/ISS), opened with a provocation dressed as a telecom advertisement. A KPN video on "smart farming" showed drones swarming over Dutch fields, cows monitored by sensors, and farmers watching yield maps from a tablet while their children walked cheerfully toward a tech-enabled future. 

The group was not impressed. Or rather: they were precisely as impressed as the video intended, which made them suspicious. 

"It felt like science fiction from the 80s," said one participant. "That idea that modernity equals flying cars, except now it's flying drones." Another pointed to the freedom narrative: the farmer sleeping soundly while robots do the work. "But farming is not freedom for most farmers in the world. And keeping the next generation on the farm is a serious problem, not a solved one." 

Visser had set up the session around agrifood specifically because the sector makes the tensions in frugal innovation unusually visible. Agriculture is where mainstream innovation most clearly fails most people, he argued. A factory can be replicated. A field cannot. 

Why agriculture is different 

The discussion quickly moved beyond the video itself. The real question was why agriculture seems to expose the limits of mainstream innovation more clearly than almost any other sector. 

Participants brought in experience from various parts of the world. 

A participant from India flagged the role of traditional knowledge and farmer mindset: innovations in agrifood don't land in a vacuum, they land in systems of practice that may have been working for generations. A South African participant, currently living in Vietnam, pointed to the volatility of the sector: weather, climate, politics, and the living, breathing nature of crops and livestock make one-size-fits-all solutions almost impossible. She had watched floods devastate rice production in Vietnam and noted that no frugal innovation, however well-designed, overcomes a destroyed field. 

From Kenya came a less obvious point: data scarcity. Most smallholder farming occurs informally. Yields are not recorded, or recorded inconsistently across households, NGOs, and companies. Digital innovation needs data. If the data does not exist, the innovation stalls before it starts. 

Another participant raised the regulatory gap: innovations tend to outrun the frameworks designed to govern them, and in agriculture that creates real obstacles to adoption. Someone else pointed to the distance between farmers and the people designing tools for them. Most agricultural technology is built by people with more education and more tech fluency than the farmers who will use it. 

Visser pulled the threads together: spatial remoteness, low connectivity, seasonality, environmental complexity, traditions of repair and adaptation, the cooperative model as an alternative to the lone entrepreneur. Agriculture is the sector that puts all of this on the table at once. 

 

Drones in Nigeria. Bicycle plows in Mozambique. Slow Tools in the US. 

Visser walked through cases across the Global South and North, and the range was deliberate. 

In Nigeria and Ghana, startups are modifying commercially available drones to spray crops and detect disease. One participant had worked for a similar startup in Ghana. The connection between these ventures and youth is explicit in how they market themselves: young people controlling technology, agriculture as somewhere to stay rather than leave. Whether that image reflects reality for the smallholder actually hiring the drone service is, as Visser noted, still largely unanswered. 

In Mozambique, an association of farmers and designers developed a bicycle-mounted plow for areas where hoeing is still done entirely by hand. Cheap, ergonomic, more productive. No app required. 

In the US and France, Farm Hack and the related Slow Tools movement bring farmers, software engineers, and designers together in open-source workshops to build and share tool designs. Not to scale fast. Not to attract venture capital. To solve specific problems and make the solutions available to others. A participant from India described something with similar logic: the Honeybee Network, which has documented around 400.000 grassroots innovations, more than 60 percent of them related to agriculture. 

Vietnam: digital without Big Tech 

Visser's own research offered the most counterintuitive case. Vietnam has a large and growing tech sector, high smartphone use, and rapid economic growth. It also has very low uptake of digital agriculture platforms. 

Not because farmers are technophobic or undereducated. Visser found that rural dwellers use WhatsApp and local equivalents widely. They are not averse to digital tools. The platforms just don't work for them. 

What has taken off instead is a localised drone economy for crop spraying. Individual entrepreneurs, cooperatives, and farmers who buy a drone and hire it out to neighbours have built a functioning system without a platform behind it. The drones come from China. The business model came from the ground up. 

A few things explain the absence of platforms: mobile money infrastructure is less developed than in Kenya or Ghana, making platform-based transactions less smooth. State subsidies have supported cooperatives rather than foreign tech investment. And smallholders prefer dealing with local actors they know. 

Digital agriculture does not require big tech. Sometimes big tech gets in the way. 

 

Who innovation is really for 

Back to Colombia. The point was not just about drones. It was about whose definition of innovation gets funded, which solutions get visibility, and which problems are treated as worth solving. 

Visser agreed that inequality effects are real and largely understudied. In Vietnam, even drone spraying as a hired service was out of reach for the smallest smallholders. Farmers below one hectare often could not afford it. Remote farmers were simply not worth the trip for local providers. 

Another participant pushed back on the frugal-versus-digital framing itself. The tension, he said, is not between high tech and frugal. It is between how most innovations are designed and implemented versus what frugal principles would actually demand. A product built from the start with accessibility in mind, delivered through local actors, with a business model that works for small farms, can be frugal even if the technology is sophisticated. Vietnam's drone economy is, in some ways, an example of exactly that. 

Visser agreed, with one adjustment: he preferred the word digital to high-tech. The digital can be low-cost. The high-tech rarely is.
